DBE Goals & Commitment

SBCTA affirms the utilization and participation of qualified Disadvantaged Business Enterprise (DBE) firms in its contracting and procurement activities.  SBCTA encourages general and prime contractors to afford competitive subcontracting opportunities to DBE firms, where possible, in their contracting and procurement activities within the SBCTA area.

  • Information for DBEs

    Contracting opportunities are published in the “Notice Inviting Bids” for each Federally funded project. To be eligible, DBE subcontractors must be certified with the California Unified Certification Program (CUCP). For more information, please visit the Caltrans Office of Business & Economic Opportunity website: www.dot.ca.gov/hq/bep.

  • DBE Program Information

    SBCTA contracts that are funded by the U.S. Department of Transportation, including Federal Highway Administration (FHWA) and Federal Transit Administration (FTA) , are subject to the requirements of Title 49 of the Code of Federal Regulations, Part 26, entitled “Participation by Disadvantaged Business Enterprises in Department of Transportation Financial Assistance Programs.” To view the code, please visit: http://www.ecfr.gov....

    SBCTA contracts that are funded through the California Department of Transportation (Caltrans), are subject to the Caltrans DBE program and may have contract goals. For more information, please visit the Caltrans Division of Local Assistance website.

    DBE Certification
    Please visit the Caltrans Office of Business & Economic Opportunity website for information on DBE certification and the DBE certification application. Access the CUCP database of DBE firms at http://www.dot.ca.gov/hq/bep/find_certified.htm.

    Los Angeles Metro is a DBE certifying agency. Metro hosts a two-hour orientation/workshop on the second Tuesday of each month to advise firms on how to do business with Metro and the different small business certification programs that are offered by public agencies, including the DBE Certification Program: www.metro.net/about/deod/10-steps/.

    Mentoring Program

    Caltrans Events
    Caltrans’ Office of Business & Economic Opportunity maintains a calendar of events statewide for small businesses. These events include training sessions, networking opportunities, and workshops.

    Caltrans DBE Supportive Services
    DBE Supportive Services are designed to provide guidance and support to increase highway construction and professional service DBE firm participation in federally funded projects through training, technical assistance and DBE events. These FREE services are offered to certified and potential DBE firms that are interested in getting contracts and subcontracts on Caltrans projects. If you qualify as a DBE firm, but have not yet gone through the certification process, you are eligible to participate in the Program.
